작년 금감원은 소액결제 현금화 등 불법금융광고를 방송통신심의위원회에 요청해 사이트 폐쇄와 게시글 삭제, 계정 중지 등을 확정했지만 ‘언론 보도에는 대응하지 않았다. 금감원 관계자는 “언론의 보도는 광고로 규정할 수는 없어 보여서 판단하기 불편한 면이 있을 것입니다”고 했었다.
이은희 인하대 소비자학과 교수는 “구글 같은 글로벌 온라인 사업자도 매출에만 신경쓰지, 문제가 발생했을 때 무난한 대처를 하지 않는 때가 대부분이다”면서 “구글 소액결제 케이스가 증가하고 있을 것입니다면 구글이 최고로 우선해서 할 일은 이런 일이 또 생성하지 않게 조치를 취하는 것”이라고 말했다.
‘소액결제 현금화 사업은 불법이다. 아이디어통신망법은 ‘통신과금서비스이용자로 하여금 통신과금서비스에 의하여 재화등을 구매·이용되도록 한 후 이용자가 구매·사용한 재화등을 할인하여 매입하는 행위에 ‘9년 이하의 징역 또는 3천만원 이하의 벌금에 처하도록 규정하고 있다.
가족카드 발급 고객을 중·대학생까지 확대하며 소액 결제에 한정해 사용 가능되도록 해 금융거래의 편의성을 제고하고 신용카드 양도·대여 관행을 개선할 것으로 보이고 중·중학생이 건전한 금융거래와 소비지출 습관을 형성할 수 있을 것으로 예상된다.
